Organization administration

Organization administrators can take advantage of the following new capabilities and options in this release:

• Organizations can design and build a modern and responsive landing page for their ArcGIS Enterprise website using a new component-based home page editor. Configure a custom home page that establishes your brand and mission, provides helpful information about your organization, and showcases the maps, scenes, apps, and layers that are most important to your user community. Organizations that have upgraded to 10.9 from previous versions can smoothly transition from their current home page configuration to the new experience when they are ready.
• Organization administrators can further customize home page content by including website URL and email links in body text and item gallery summaries. In addition, custom text and links can now be included in the footer. When item galleries are configured, you can now display a specified item type-for example, maps or apps-and information about the selected gallery group is provided. You can also provide feedback about the home page editor and experience using a new feedback link.
• Administrators can create detailed reports of their ArcGIS Enterprise organization's members and items. These asynchronous reports can be exported for further analysis, and are saved as items in your organization for future reference.
• You can now bulk transfer items owned by one or more organization members to a new owner. This is useful when you need to delete members from the organization but want to keep their content in your site.
• Administrators can now set up OpenID Connect logins to allow members to sign in to ArcGIS Enterprise using the same user name and password they use to sign in to their organization's OpenID Connect-based login system.
• Administrators can now enable multifactor authentication for their organization, allowing members to set up multifactor authentication on their account. Multifactor authentication provides an extra level of authentication at sign in by requesting a verification code in addition to a user name and password.
• Administrators can configure their organization to send emails by integrating with their organization SMTP server within the portal's organization settings. At 10.9, new email-driven workflows have been enabled, including receiving an email to reset your password, and for administrators to disable multifactor authentication if needed.
• Organizations can specify who can access the main website pages—gallery, groups, and so on—from the navigation bar at the top of the site. For example, using the new page visibility setting, administrators can make the Groups tab visible for organization members only or for everyone who visits the site.
• Administrators can now change the order in which different login methods appear on the organization's sign-in page.
• Administrators can now set up OpenID Connect logins to allow members to sign in to ArcGIS Enterprise using the same user name and password they use to sign in to their organization's OpenID Connect-based login system.

User experience

• Slovak is a new language option for viewing the ArcGIS Enterprise portal.
• You can now add GML files to your portal.

Data management

The following functionality and improvements are now available for creating and managing layers in ArcGIS Enterprise portals:

• Layer owners and administrators can manage details for individual layers in a multilayer feature layer. Anyone with access to the layers can view the details of individual layers. For hosted feature layers, the layer owner or an administrator can create hosted feature layer views from individual layers.
• You can now write and execute Arcade expressions to calculate new field values.
• When sharing an editable hosted feature layer or feature layer view with the public, you must now turn on a new setting to designate the layer for public data collection. When you enable editing on a layer that is shared with everyone—for example, in a crowdsourcing or public polling app—anyone with access to the layer, including people who find the layer in an app or through a generic search, can edit it. The new setting prevents editable layers from being unintentionally shared with the public, which can result in data loss and jeopardize data integrity.
• Layer owners and administrators can append data to hosted feature layers. When you append, you can add features to the layer or overwrite existing features.
• If you enable attribute edits on a hosted feature layer, you can further control edits by disabling editing on individual fields. When you disable edits for a field, no one can edit or calculate its content, not even the layer owner or organization administrator.
• Publishing hosted tile and vector tile layers has been improved to decrease the amount of time and disk space required to publish. You should see up to six times improvement in performance times when publishing. You also only need to ensure that the arcgisserver\directories\arcgiscache directory on the hosting server and portal content directory contain sufficient amounts of free disk space (just over twice the size of the vector tile package (.vtpk) or tile package (.tpk) file).
• When you publish a vector tile layer from ArcGIS Pro (2.8 and later releases), you can simultaneously publish an associated feature layer. Editors can update the data in the feature layer and you can rebuild the vector tile cache to incorporate the edits into the vector tile layer.
• The total storage size of all files attached to a hosted feature or table layer is displayed separately from the layer size in the Details section on the Overview tab of the layer's item page.

Mapping and visualization

• Five USGS imagery layers and a large number of demographic and environment items are now retired from ArcGIS Living Atlas of the World. See content life cycles and updates for more information.

3D GIS

• Water displays reflections of mountains, buildings, and other 3D objects when you select the Quality mode in the Scene Viewer settings. Waves are now more visible from top-down views. You can adjust the look of wave animations with wave size and direction options in the Water style.
• Integrated mesh scene layers now display modifications, such as flatten or mask, that are published from ArcGIS Pro or ArcGIS API for JavaScript.
• Label callouts are available to style polygon feature layers and 3D object scene layers.
• You can now apply fill patterns to polygons to highlight areas on terrain as well integrated meshes. Choose a pattern style for all the polygons or visualize them based on attributes with different patterns.
• Point scene layers now support I3S version 1.7 and load and display up to two times faster. Render scenes with vast amounts of points more efficiently, such as visualizing thousands of trees in a rural area.
• New context-aware navigation helps you move around your scenes by detecting an area of interest. You can interact more intuitively with underground earthquakes or power lines made of point cloud data, for example.
• You can search for features in building scene layers. Scene Viewer queries the associated feature layer in a building scene layer allowing you to search for individual features of BIM (Building Information Modeling) data.
• Transparent objects are rendered independently of the camera position. The new order-independent transparency (OIT) distinguishes multiple layers of glass or the back side of transparent buildings and other 3D symbology.
• Local scenes can now load and visualize more datasets by supporting additional custom coordinate systems defined by a Well-Known Text (WKT) string.

Sharing and collaboration

The following are new in sharing and collaboration:

• You can now share items in bulk with a group you own or manage by adding them directly from the group page. Use the search, filters, and sort options to find items to share.
• Introduced at 10.9, sharing edits two-way in a distributed collaboration is supported. The owner of the feature layer can allow shared feature layers to be edited two-way by both the owner and the receiving participant. In previous versions, data edits in feature layers could only be shared from the owner to the recipient.
• At 10.9, collaboration guests will be able to choose If unable to share as copies, share as reference when setting up how feature layers will be sent to the collaboration workspace. This option was introduced at 10.8.1 for collaboration hosts. For more information, see Manage collaborations as guest.
